Jim is President of JTKENNEY, LLC a managed care consulting practice in Waltham, MA.  His current consulting activities include managed care education on the following topics: medical and pharmacy benefit design, formulary management, industry trend analyses, specialty pharmacy management, pricing strategy, rebate contracting, and value and outcomes-based contracts.

Jim worked at Harvard Pilgrim Health Care(HPHC) for over 38 years and held several positions including Staff Pharmacist, Chief Pharmacist, Assistant Administrator for Pharmacy Programs, Pharmacy Purchasing Operations Manager, Pharmacy Operations Manager and Manager of Specialty and Pharmacy Contracts. Harvard operated as a regional health plan with over 1,100,000 commercial, Health Exchange, and Medicare Advantage Part-D members in four states.  He had corporate responsibility for the pharmacy contracts program with pharmaceutical manufacturers and specialty pharmacy providers in support of a budget of over $1,000,000,000.  Jim worked on pharmaceutical and PBM contracts for over 30 years including direct negotiation and development of the pharmacy network and all rebate contracts.  Jim was also a member of the Pharmacy and Therapeutics Committee and the Medical Policy Committee with voting privileges for all products and utilization management programs.  He has experience in commercial, Medicare, Managed Medicaid and Health Exchange benefit plans.

His accomplishments include the creation and management of the network pharmacy program for the group practice model of Harvard Pilgrim including the first PBM contract, the creation and development of the pharmacy rebate program, design and implementation of the Medicare Part D contracting program, and manager of the Pharmacy Materials Management System Project.  Jim developed the specialty pharmacy program at HPHC for pharmacy and medical benefit products including a network of 340b pharmacies and a second program in support of infertility management.  Jim has received national recognition for the development of value and outcomes-based contracts for pharmacy and medical products.  He currently serves on the Massachusetts Pharmacists Association Government and Legislative Affairs Committee. Jim has been a member of the Biologics and Biosimilars Collective Intelligence Consortium(BBCIC) for 5 years and serves on the Planning Board and Science Committee.

Jim is a former President of AMCP, where he has been an active member for 33 years and served on the board of directors for 7 years.  He has served on the Nomination Committee, Grassroots Advocacy Committee, Organizational Affairs Committee, Student Pharmacist Committee, Schools of Pharmacy Relations Committee, Format Executive Committee, Membership Committee, Legislative and Regulatory Action Committee, Legislative Committee, Finance Committee, Public Policy Committee, and as a Peer Reviewer for JMCP, the AMCP Journal.
